HEInnovate

Smart Universities Acting Regionally has been developed by the consortium of the EU funded project RE-ACT, starting from the original HEInnovate tool, promoted by the DG Education and Culture of the European Commission and the OECD LEED Forum in 2013.

HEInnovate allows Higher Education Institutions (HEIs) to assess their entrepreneurial and innovative nature by supporting them in the process of identification, prioritisation and action planning. It is open to all HEIs (Universities, University Colleges, Polytechnics, etc.) and is available in all EU languages.

An entrepreneurial university has the ability to innovate, recognise and create opportunities, work in teams, take risks and respond to challenges, on its own, seeks to work out a substantial shift in organisational character to arrive at a more promising posture for the future. In other words, it is a natural incubator that provides support structures for teachers and students to initiate new ventures: intellectual, commercial and conjoint.

Individuals or groups can assess their HEIs in a systematic but flexible way, by identifying areas of strengths and weaknesses across 8 areas, declined into 42 different statements. These are:

  2. Organisational Capacity: Funding, People and Incentives
  3. Entrepreneurial Teaching and Learning
  4. Preparing and Supporting Entrepreneurs
  5. Digital Transformation and Capability
  6. Knowledge Exchange and Collaboration
  7. The Internationalised Institution
  8. Measuring Impact
